New example for the book about optimizing compilers

We still need to improve some examples for the book:

  • Example of optimisation pass (toy example with documentation)
  • Updating GCC DSP 1610 backend for DSP 16000 Core
  • Example of porting GNU binutils (toy example with documentation)
